Government proposes next steps for boiler energy efficiency

The government has proposed new measures that are designed to improve the efficiency of boilers.

These are based on the findings of the Boiler Plus Review. The government is inviting interested parties to share their opinions on the proposals.

Many of the proposals are designed to regulate the temperature and output of gas boilers. For instance, all combi boilers by mid-2026 should have factory defaults of 60 degrees low flow settings. Gas combi boilers are required to modulate their maximum output down to 10% or 15%, depending on size and without on/off cycling.

The government wants simple boiler on/off controls to be replaced by open communication protocol heating controls. Manufacturers currently use both open and closed protocol controls to monitor and adjust temperatures.

A flow temperature of 55 degrees is to be a standard temperature, but the government recognises that this should be raised to 60 degrees for households with people over the age of 65.

Many of the new proposals for boiler standards are difficult to understand without the specialist knowledge of a gas engineer. The key issue that the proposals address is how to improve boiler efficiency, reduce energy consumption and save household energy bills. If the proposals are accepted, they will not be compulsory for new heating systems until between 2026 and 2028.
